Towards Smart Human Resources: A Governance Framework for the Ministry of Sport and Youth of Iran

Abstract
Introduction:
Identifying and developing scientific components and indicators related to smart human resource governance - and addressing the existing knowledge gap in this area, particularly within the sports sector - are among the key needs of the Ministry of Sport and YouthThe purpose of the present study was to develop a smart governance pattern for human resource management in Iran’s Ministry of Sports and Youth.
Methods:
The present study was conducted using a qualitative and exploratory approach, employing the grounded theory method to develop the theoretical framework. The research population consisted of specialists in sports management, human resources, as well as managers and experts working at the Ministry of Sports and Youth. Sampling was performed using the snowball technique, and data were collected through semi-structured interviews. In total, 18 interviews were conducted, with theoretical saturation reached after the seventeenth interview. Data analysis was carried out in three stages: open, axial, and selective coding. To assess reliability, recoding by other researchers and retesting were conducted, resulting in an inter-coder agreement coefficient of 89%.
Results: During the open coding phase, a total of 142 unique initial codes were identified. These codes were subsequently grouped into 14 concepts, which were further organized into 6 overarching categories. The categories were as follows: causal conditions (smart human capital, smart organization and structure); contextual conditions (smart organizational culture); interfering factors (implementation barriers); focal category (smart human resource management and smart human resource leadership); strategies (smart empowerment and training, smart policy-making and planning, smart process transparency and accountability, smart participation and justice-centeredness); and consequences (smart individual performance, smart organizational performance, and smart trans-organizational performance).
Conclusion: To adapt to environmental changes and enhance the effectiveness of human resources, the Ministry of Sports and Youth must embrace smart governance.
