| Abstract Introduction: Teacher empowerment is one of the fundamental factors in improving the quality of the educational system and achieving the goals of education. Physical education teachers play a crucial role in identifying and developing students’ athletic talents as well as fostering their physical, social, and personal growth. The main purpose of this study is to identify the barriers to the empowerment of physical education teachers in Guilan Province. Methods: research is descriptive–analytical in nature, employs a qualitative approach, and is applied in terms of its purpose. The statistical population included 25 physical education teachers and university lecturers in Guilan Province. Data were collected through content analysis of domestic and international studies and semi-structured interviews with participants. After reaching theoretical saturation, data were analyzed using exploratory factor analysis. Results: The findings revealed that the main barriers to teacher empowerment are categorized into two main groups: organizational factors and environmental factors, each encompassing several dimensions. Conclusion: The results indicate that identifying and addressing these barriers not only enhances the performance of physical education teachers in schools but also plays a significant role in achieving the broader educational objectives, increasing job motivation, and improving the overall quality of education in the long-term perspective of the educational system. |
