PLANNING OF SPORT FOR IRANIAN UNIVERSITY STUDENTS USING QUANTITATIVE STRATEGIC PLANNING MATRIX

Introduction:
When planning strategies, it is essential to ensure they are practical, realistic, and well-timed, with clearly defined roles for those involved in execution. Key challenges in strategy design include maintaining relevance in changing conditions, staying innovative, and seizing emerging opportunities. Consequently, this study applied the QSPM matrix to facilitate strategic planning for physical education and sports within Iranian universities.
Methods:
This research adopts a mixed-method approach, combining qualitative and quantitative methodologies, and is categorized as applied research in terms of its purpose. In the qualitative phase, fourteen professors and experts in the field of education were interviewed to identify the key components for developing the questionnaire. For the quantitative phase, the statistical sample consisted of 126 principals and experts in physical education and sports from the National University Sports Federation of the Islamic Republic of Iran, as well as university principals.
Results:
Based on the results, the primary objectives for universities' sports programs should focus on the following: developing students' motor literacy and encouraging a dynamic lifestyle, implementing university-centered physical education lesson activities, and enhancing programs and extracurricular activities linked to university physical education. These goals should hold the highest priority in shaping sports policies within universities.
Conclusion: the strategic roadmap for physical education and sports development across Iranian universities includes several key priorities: fostering students' motor literacy and encouraging dynamic lifestyles; implementing university-centered physical education activities both within curricular and extracurricular frameworks; ensuring quality spaces and equipment for student sports; strengthening internal and external communications within universities; capacity building for financial foundations, marketing, and revenue generation through collaboration with families and external institutions; and driving research-based innovation that supports social health promotion. These efforts collectively aim to build stronger foundations that promote holistic academic, social, and personal development.
