Introduction:
This study examines the challenges in developing sports diplomacy in the Islamic Republic of Iran, highlighting that current strategies have not effectively enhanced the field. For successful policy-making in sports diplomacy, a governance framework that addresses both domestic and international factors is essential. Effective policies require attention to internal and external governance needs.

Methods:
The research adopts a qualitative-exploratory approach, using case study methodology to analyze relationships among variables and recognize influential factors. The study population consists of experts in sports diplomacy, with purposive sampling of 20 participants to ensure data saturation. Data were collected through document analysis and semi-structured interviews
Results:
The research identifies that tools such as sports events, equipment, formal and informal institutions, regulation, and human resources can enhance sports diplomacy, but their effectiveness depends on efficient policy-making. For effective policy development, the intersection of three streams—problem, policy, and political—is crucial. However, obstacles and intervening factors disrupt this process.

Conclusion:
The hypothesis is that by reforming the governance structure of sports diplomacy (focusing on formality, diversity, and focus) and improving governance processes (including interactions upward, downward, and outward), these barriers can be overcome. Structural and procedural reforms, along with strengthened institutional capacity, are key to creating a policy window for sports diplomacy. Transformative governance can facilitate this process, leading to more effective policy-making and enhancing Iran's sports diplomacy.
